The minister responsible for higher education is obliged to consult the PKA on the matter:

  • on the registration of a non-public higher education institution;
  • on the fulfilment of conditions for the provision of degree programmes and the correlation of the degree programme with the strategy of the higher education institution

The procedure for giving an opinion and the scope of an opinion on compliance with the conditions for the provision of degree programmes and the correlation of degree programmes with the strategy of a higher education institution

The PKA shall issue opinions at the request of the minister responsible for higher education. The submitted application file should contain a set of documents and information enabling the assessment to be made:

  • the conditions laid down in the Act of 20 July 2018. The Act on Higher Education and Science and the regulations based on this Act, which define the conditions necessary for the provision of degree programmes,
  • the ability of the applicant to ensure the quality of the education.

Principles of appointing experts who give opinions on applications.

The application is examined by the sections operating within the educational areas leading to a given degree programme, according to the percentage share of ECTS points for each educational area to which the applicant has assigned this programme in the total number of ECTS points or the section for teacher training. The Section with the greatest share is responsible for the coordination. The PKA Secretary-General, after consulting the Chair of each Section, appoints the reviewers of the application representing the leading areas and disciplines to which the intended learning outcomes refer. In addition, a student representative who is a member of the Student Pool of Experts for Reviewing Applications shall each time participate in the procedure. The President and Secretary-General of the PKA may decide on the necessity of conducting a site visit, specifying its framework schedule and date.

Appeal proceedings.

A higher education institution dissatisfied with a decision of the PKA Presidium may request reconsideration of the case within fourteen days of the date of its receipt. The request shall be submitted for consideration by the PKA Appeals Section.
